Maintain settings for each folder
I would like to use Bliss on two different folders: one for FLAC files, basically my 'masters' with hires cover art etc. , then I convert that to a different folder (same structure) to MP3, where I need the covers to be 500px max. There is currently no way to do this. Does not need to happen in the same UI, having two bliss instances running at the same time (different ports obviously, different settings) would also work. Dockerize maybe...?

I think you can run two separate instances by customising a few things:
The port number: https://www.blisshq.com/support/faq/general/what-port-bliss-run-changed.html
The .bliss folder: https://www.blisshq.com/music-library-management-blog/2016/01/19/changing-bliss-settings-location/

While I would love it to be in the same UI, two separate instances would totally work in my implementation of this use case... I am using vortex box, and the default folders are /storage/music/Flac and /storage/music/mp3, so never the twain shall meet.
That said, the ruleset idea would also be a pretty elegant solution.

Having two instances might work if you were strict about the settings, although liable to confusion if both instances are looking at the same files and trying to do different things to them.
This sounds a bit like rulesets - https://www.blisshq.com/music-library-management-blog/2017/08/01/ruleset-selecta/
