Avoid reperforming checks against ruleset where check has already been run and no changes have been made to the underlying files. At present it seems like all rules are re-processed, artwork re-fetched etc.

This definitely shouldn't happen. Can you provide an example, or send us a debug archive ("Help" > "Download debug archive" to support@blisshq.com )?
If the rescan button is pressed that will re-assess albums - that's because the album might have changed. You can use the "Rescan for new and updated albums" if you want to avoid rescanning existing albums.
