Apply Rule Move (Ensure Path) should be always the last executed Fix

My Problem is very often if I click "Fix "all" " button on album page.
And lets say 2 changes are required:
Apply genere and move -> I got nearly every time the following exception
-> Genere is not apply because of FilenotFoundException.
-> UI still displays the Album but linked to the "old Path" so click fix again does not work, I had now to rescan my library to let bliss detect the new path and click fix again to finally get Genere applied
