Do not re-scan on update if necessary
While the feature to not re-scan on restart has been there for a long time, on every upgrade it re-scans the entire library. If there are only superficial changes or new feature additions such as the new settings page, why would it re-scan the entire library? I understand if it is something like fingerprinting once it is enabled would need to re-scan or hopefully just fingerprint. I am running on a Synology and after each upgrade it takes 2-3 days to finish re-indexing my library with almost constant disk usage. I would like to save wear on my drives and sanity since drives can be louder and I work next to NAS box.

While it still rescans, the new version of bliss should have some improvements to rescan speed; it now caches fingerprints (a big deal on Synology and other lower speed devices) and lookup results across versions.
